    • Can I leave children unattended in the Library?
      • Children under 9 should not be left unattended in the library. They must be accompanied by a responsible individual at least 11 years of age.
    • Does the Library have a dress code?
      • Library policy requires both shoes and shirts.
    • Why won't Library Staff work on or look after my computer?
      • The library is a busy public building – we are unable to watch your personal property.
    • Can I have food and/or drinks in the Library?
      • Food is not allowed in the library public areas. Non-alcoholic beverages are allowed in the public areas as long as they are in containers with lids; open cups are not permitted. No food or beverages are allowed in the Virginiana Room.
    • Can I use my cell phone in the Library?
      • As a courtesy to others, we ask that you use your cell phone outside or in the lobby.
    • Can I donate books, CDs, DVDs and magazines to the Library?
      • We are happy to accept everything except older encyclopedias and magazines.

    • How do I apply for a Library Card?
    • What does a Library Card cost?
      • Paper cards are free for new members
      • Plastic cards are $1.00 donation to the Friends of the NNPL.
      • Replacement fee for lost, stolen, or damaged cards is .$50 for paper cards and $1.00 for plastic cards.
    • Do I have to live in Newport News to get a Library Card?
      • The following individuals are eligible to receive a library card:
        • Any resident of the City of Newport News
        • Any verifiable resident of the State of Virginia
        • Any out-of-state resident with a verifiable local address
    • What do I need to get a library card?
      • Apply online for a library membership
      • With e-memberships, you can now have immediate access to e-books, e-audiobooks and other digital resources without ever setting foot inside one of our branches.
      • Upgrading to a standard membership provides full library privileges, which includes access to all our digital resources, plus our physical library materials, use of the library's public computers, and interlibrary loan service.
      • If you ever decide you want to upgrade to a standard library membership, just bring an acceptable form of ID into any of our branches.
    • What are the acceptable forms of ID?
      • The following sources are acceptable for proof of name and address:
        •  Driver's license – Primary source
        •  State ID card
        •  Automobile registration
        •  IDENT-A-KID card
        •  Newport News Redevelopment & Housing Authority pictured ID’s
        •  Utility bill or current lease agreement can provide proof of address only
      • If you can only furnish proof of name only,you may check out 2 items and the library will mail the card to the address provided on the application.
      • The following sources are acceptable as proof of name only:
        • Social security card (record number)
        • Military ID card
        • Shipyard ID card
        • Report card
        • Pictured school ID’s if name is listed on ID
    • I lost my Library Card; how do I get a new one?
      • Visit one of our branches and present an acceptable form of ID
      • The replacement fee for lost, stolen or damage cards is $.50 for paper cards and $1.00 for plastic cards.
    • I never received my Library Card in the mail; what do I need to do?
      • Please allow up to 3 weeks for delivery of your card.
      • If you have not received your card after 3 weeks, visit one of our branches and present an acceptable form of ID and we will reissue another card at no cost and mail it again.
    • My Library card is lost/stolen; what do I need to do?
      • Please contact us immediately so that can block your account from any unauthorized activity.
      • If possible, log into your account online and click on the "I lost my card button" until you can visit one of our branches to replace your library card. You will not be able to use your card until it is replaced at a branch.
      • As soon as possible, visit one of our branches and present an acceptable form of ID so that we can replace your library card.
      • The replacement fee for lost, stolen or damage cards is $.50 for paper cards and $1.00 for plastic cards.
    • Can anyone younger than 18 years old apply for a library card?
      • No, there is no age limit for e-memberships. However, to upgrade the membership to a standard membership, anyone under 18 must visit a library branch with their parent or legal guardian and present an acceptable form of ID.
  • Borrowing
    • How many books, CDs and DVDs can I check-out?
      • You may have 50 items checked out on your card. Only 20 DVDs may be checked out at a time.
    • How long can I keep my items?
      • 7 days for DVDs, videocassettes 14 days for audiocassettes, CDs, popular books, science project books, literary criticism, children’s picture books, children’s magazines more than one year old 21 days All other books, paperbacks
    • How can I renew my items? online
      • You may renew library materials by phone 24/7 by (757) 597-2917, or by going
      • and logging in using your library card number and password (Date of Birth MMDDYY). Items can be renewed up to 3 times unless the item has been requested by another patron.
    • My items will be due while I'm out of town; what do I do? online
      • You can renew your items via the Library's Catalog. Or, Call 597-2917 for our automated phone service where you can renew materials and check your account - 24/7!
    • Do you have computer games for check-out?
      • At this time, we do not have computer and/or video games available for check-out.
    • Why don't you have shopping bags?
      • We sell plastic bags for .50, cloth bags for 2.00, and larger canvas bags for $10.00.
    • I have renewed my items the maximum number of times, but I still need it; what do I do?
      • Items may be renewed 3 times if it has not been requested. After that time, you will need to check it back in and leave it on the shelf for 24 hours. Then you may check it back out again. Alternatively, we can try to get you another copy to check out right away.
    • Someone else has used my card to check-out items; am I responsible for them?
      • Yes, you are responsible for any item checked out on your library card.
  • Requests
    • How do I request an item be put on hold (set aside) for me? online Catalog
      • Go to our site and search for the title, then Click on "Place Request". You will need to enter your library card number (login) and select the branch where you want to pick up the item. You will recieve an email notification or automated phone call (depending on the notification preference selected at the time of registration) when your item becomes available. We will hold all items for five days to be picked up. Note: If items are not picked up or cancelled within the 5 days, a $1.00 fee will be added to the requestor's account.
    • How to I request a book from another Library System? online
      • If there is a book or article you want that is not available at any of the Newport News Public Libraries, we will be happy to try and borrow this item for you from another library system. To request an item through Interlibrary Loan, call or visit your local branch or request an Interlibrary Loan
    • Can I recommend items to be added to the Library's collection? email
      • Yes, you can. You can fill out a Patron Purchase Request Form at any branch, or you may call or
      • the library with your suggestion.
    • Do you have a Summer Reading Program?
      • Yes we have an annual Summer Reading Program. We offer programs and prizes for children, teens, adults and families. Check the homepage, kids, and teen pages for more information.
    • Where do I find what books I need to read for school over the summer? online

    • My requested items may become available while I am out of town; can I delay them? online account
      • Yes, you can. Sign into your and select the "Requests" tab. Then, click the "deactivate" button, and you can deactivate your holds while you are away and reactivate them when you return.
  • Damaged/Missing Items
    • My dog ate my Library book; what do I do?
      • Please let us know as soon as possible. We will need to determine the fee to replace the item.
    • I checked-out a damaged Library book; what do I do? contact us

    • I returned my book, but the Library says it is still checked-out to me; what do I do? contact
      • Please contact the Circulation Supervisor at the branch where you checked the item out.
  • Fines/Payment
    • How are fines/fees calculated?

      Adult materials: $0.15 per item, per day

      Children's materials (checked out on adult card): $0.05 per item, per day

      Paperbacks (PBK): $0.05 per item, per day

      Children’s cards (ages 17 and under): No overdue fines; fees may accrue for holds, ILL, and other type transactions.

      Maximum accumulated fine: $5.00

      Expired Hold Fee: $1.00

      Returned check fee: $35.00

    • I am on a limited income and cannot pay my fines; what do I do?
      • Please see the branch manager to work out a payment arrangement.
    • I lost/damaged an item; how do I pay for it?
      • You can pay for lost\damaged items at any branch of the Newport News Public Library System. We accept cash, check or money order. Please note that we are unable to accept credit/debit cards at this time.
    • There is an item charged on my account that I did not check-out; what do I do?
    • Please contact the Circulation Supervisor at the branch where you checked the item out.
    • I paid my fine/fee, but the charge is still listed on my account; what do I do?
      • Please contact the Circulation Supervisor at the branch where you checked the item out.
  • Computer Use
    • Does the Library offer Computer Classes? here
      • Free computer classes are offered each month at most library locations.

    • Can Library Staff assist me with computer problems?
      • If staff are available, they will try to help you.
    • Can I print at the Library? What does it cost?
      • Yes, printing is available; you must either purchase a $2.00 guest card or be a Library cardholder to use the printing services. Printing costs are .15/page for black and white, .50 cents/page for color.
    • Can I watch a movie on Library computers?
      • At this time, you cannot put a DVD in the computer and play it, but you can stream online videos (via Netflix, Hulu, etc.). You cannot download from peer-to-peer sites, and, of course, you only have a 2 hour time limit. Playing video requires a lot of bandwidth, so your response time could be affected.
    • Can I bring my homework on a USB drive to use on a Library computer?
      • All of our computers accept portable storage devices (CD, DVD, Flash Drive, etc.). Library computers do not have floppy disc drives. If you are using a CD\DVD, our machines can only read them, not write to them. You can also purchase flash drives at computer service desks.
    • Can someone help me look for a job online? Job Seekers
      • All Newport News libraries are now SNAP (SHARE Network Access Points) centers and offer access to the SHARE network. Trained staff are available to help job-seekers connect to One-Stop Career Centers through the computer and direct referral. SNAP assistance will not be available at the West Ave. Library until further notice. Services include: Job search information and assistance; Local, state and national job listings; Schedule of local job/career fairs Workspace with computers with Internet access, phone, fax, and copiers Unemployment insurance claim filing Registration for Virginia Employment Commission services Introduction to training opportunities If you need assistance beyond these core services, you can contact: One-Stop Career Center Virginia Workforce Center 600 Butler Farm Road, Room 1015 Hampton, VA 23666 757-865-5874. In addition, some libraries offer monthly Break-Out Sessions to help individuals with email accounts, resumes, and job online applications. See the Library's page for more information.
    • Is there free WiFi (wireless internet access) in the Library?
      • Yes, all Newport News Public Libraries have free WiFi access. You must have a dedicated browser available on your device (i.e. Internet Explorer, Google Chrome) in order to access and agree to the Library's terms of use prior to web access. Most, but not all, devices are compatible with our WiFi access service.
    • Can I print from my laptop?
      • No, at this time the Newport News Public Libraries do not offer wireless printing services.

      • Yes, volunteer opportunities are available at many branch locations. The Newport News Public Library System is made great by its supporters. If you are interested in volunteering, fill out the and turn it in at your local library.

  • E-memberships
    • I already have a library card with NNPL. Do I need to apply for an e-mbership to be able to access e-resources or request items from library branches?
      • No. If you already have a library card with NNPL, use your current library card number to access e-resources and request items.
    • How does it work?
      • Apply for a membership through our online catalog here.
        • Choose "create new account"
        • Read and Accept the registration policy
        • Choose a username between 5-20 characters.
        • An email is required since you will be sent a PIN in order access your account online.
        • Enter your name, address* and your data of birth as yyy-mm-dd. For example, it might look like this: 2001-01-15.
          • You must be a Virgina resident to be a member of the NNPL
    • Can I use my e-membership to check out physical items in the library?
    • Can I use my e-membership to place holds for "real" books, music, or movies to pickup at Newport News Public Library branch?
      • Yes, but you can't check out the items until you upgrade your e-membership to a standard membership. It's easy! All you need is to visit one of our branches and present an acceptable ID to change your e-membership to a standard membership.
    • Can e-memberships be used to access the internet computers inside the library?
      • No.
    • Do e-membership patrons have any rights or benefits that standard memberships do not?
      • No. E-membership patrons only have access to our digital resources. Upgrading to a standard membership provides full library privileges, which includes access to all our digital resources, plus our physical library materials, use of the library's public computers, and interlibrary loan service.
    • What is the the age limit for e-memberships?
      • There is no age limit for e-memberships, however, to upgrade the membership to a standard membership, anyone under 18 must visit a library branch with their parent or legal guardian and present an acceptable ID.
        • If you decide to upgrade your e-membership to a standard membership, please bring one of these acceptable forms of ID when you visit a branch.

Additional Services Available

The following equipment and services are available at various Branch locations. It costs $1.75 to send the first page of an outgoing fax and $1.00 for each additional page (domestic faxes only). International faxes costs $4.95 for the first page and $3.45 for each additional page. 

  • Copy Machines - Available at the Grissom, Main Street, and Pearl Bailey libraries. Copies are .15 each. Some machines will accept $1.00 bills, so be sure and bring proper change. Credit and debit cards are not accepted. A photocopy machine is also available at the  Public Law Library. Copies are .20 each.
  • Fax Machines Fax payment is acceptable via credit card, debit card, and pre-paid fax card (available for purchase at the information desk). **Fax use is outbound only.**

  • Microfilm Reader/Printer - Available in the Virginiana Room, at the Main Street Library, and at the Grissom Library. It costs .15 per page. Please be sure and bring enough change, especially if you plan on making a lot of copies. Change available from staff is limited.
